Some governments do not agree, and are discussing regulation of the Internet in a closed-door meeting in Dubai. The regulatorary authority is the International Telecommunications Union (ITU) where only governments have a voice. A confernece is to take place between December 3rd to December 14th to revise an old treaty that may limit open and free access to the Internet.
